A random password packs strength into a shorter value. A passphrase uses several words to make a longer credential easier to type or remember.
Use a random password when
A password manager will store and fill the credential, or the service enforces a moderate maximum length.
Use a passphrase when
You must type or remember the credential regularly. The words must be selected randomly, not written as a quotation or familiar sentence.
The practical rule
Uniqueness matters in both cases. Never reuse either form across accounts.
